In August 2025, black Chicago police officer Anthony Banks filed a Chicago police officer racial harassment lawsuit in federal court. The complaint alleges racial harassment, retaliation, and a hostile work environment within the Chicago Police Department (CPD). The lawsuit names the City of Chicago and several officers as defendants. According to the Chicago Sun-Times and Fox 32 Chicago, the case has drawn significant public attention and scrutiny of CPD’s internal culture.

Allegations of Chicago Police Racial Harassment Against Officer Banks

On March 17, 2025, Officer Banks responded to a call involving a heated confrontation between an officer and a pregnant woman. After he saw the officer bump into the woman, Banks intervened to de-escalate the situation, as reported by ABC 7 Chicago and CBS Chicago.

Later that day, inside the Harrison District station, fellow officers confronted and surrounded Banks. They allegedly shouted racial slurs, including the N-word, and told him to “go back where you came from.” The officers also referenced his previous assignment in the Grand Crossing District, known for its predominantly African American force.

Confrontation Inside the Harrison District Station

The lawsuit states that the officers blocked Banks from leaving the room until two sergeants intervened. Banks reported the incident to Lt. Nari Haro, a named defendant, and was instructed to prepare a confidential memo. However, the memo was later leaked, which allegedly triggered further retaliation.

Racist Cartoon Incident Demonstrates Chicago Police Racial Harassment

On March 18, 2025, Banks received a graphic, racist cartoon on his department-issued phone. The image depicted a caricature of an African American man with a gun in his mouth and included the N-word. His attorney, Blake Horwitz, called it the “most racially perverse” example he had ever seen, comparing it to 1950s Mississippi racism. The lawsuit alleges that one of the officers involved in the harassment sent the threatening image.

Civil Rights Violations Alleged in the Lawsuit

The Chicago police officer racial harassment lawsuit claims violations of Banks’s Fourth Amendment rights. It alleges he was unlawfully detained inside the station without probable cause. In addition, the complaint cites violations of equal protection through racially motivated harassment, retaliation, and the unauthorized release of confidential information.

Attorney Blake Horwitz Speaks on CPD’s Culture

Attorney Blake Horwitz emphasized that this case exposes the toxic culture inside CPD. He explained that when officers try to de-escalate situations, colleagues may target them with racial hostility. Furthermore, Horwitz noted that many other Black officers are aware of systemic racism within CPD but remain silent out of fear of retaliation or losing their pensions.

Damages and Institutional Reforms Sought

The lawsuit seeks damages for lost wages, emotional distress, and attorney fees. It also calls for institutional reforms to address what Banks describes as a “culture of racism and retaliation” inside CPD. As a result, the case has become a focal point in ongoing discussions about accountability and reform within the department.
